No, they're saying that there is another force driving us to war - one that's nonpartisan but powerfully political. The military-industrial complex has their fingers in all the pies so to speak, and to keep making money, they need to remain relevant. And remaining relevant means war.

It wasn't just Bush though. It's been many presidents since Eisenhower's time. As a people, we have become used to war.
